The humanitarian aid organization Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.

 

MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people affected by the ongoing conflict by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast.

Since the Russian invasion in February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently four MdM chapters are active in Ukraine (MdM Spain (network lead), MdM France, MdM Greece and MdM Germany). The MdM network maintains a coordination office in Kiev and each MdM chapter manages field offices in its geographical areas. MdM Germany’s programme is covering the Oblasts Donetsk, Dnipropetrovsk and Vinnytsia with field offices in Dnipro, Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH and MHPSS) to IDPs/host communities/communities close to the front line and strengthening the local health system through distribution of medicines and medical supplies to health care facilities, rehabilitation of health care facilities as well as targeted capacity building measures.

 

In support of our work in the targeted regions, mentioned above, MdM Germany is looking for an experienced Programme Coordinator, to be based in Dnipro.

 

The Programme Coordinator, in close collaboration with the programme and medical teams will be responsible for overall programme delivery and quality for MdM Germany. The post holder will be responsible for proposal development, follow-up of activity implementation, reporting at mission level and programme quality improvement in line with MdM and donor standard and is reporting to the Head of Mission.

Responsibilities:

PROGRAMME DESIGN, QUALITY SUPPORT and MEAL:

  • Lead the process of defining the MdM Ukraine Programme.
  • Ensure elaboration and drafting of donor proposals and reports in line with MdM and donors’ quality standards.
  • Ensure a good understanding and ownership of the MdM programme, standards and donor requirements among the team through the organisation of regular programme coordination meetings, etc.
  • Ensure communication between and involvement of technical, finance and logistics departments.
  • Ensure monitoring and evaluation of programme activities and indicators, in line with MdM’s and donor’ standards and commitments, in collaboration with the MEAL staff.
  • Lead the harmonization of key monitoring systems, indicators and means of verification within the team and other MDM chapters operating in Ukraine.
  • Lead in programme/donor-initiated evaluations & surveys, develop Terms of Reference in collaboration with technical teams and ensure that results are used for evidence-based programming.

 

MANAGEMENT AND CAPACITY BUILDING

  • Line manage the programme team.
  • Ensure the well-being and technical supervision of the programme team in close collaboration with the HoM.
  • Identify staff gaps and develop Job Descriptions for new positions in close collaboration with HoM and HR department, support in recruitment and briefing of program staff.
  • In coordination with the HoM, identify needs for learning (PCM, compliance, M&E, research, assessment, etc.) within the programme, technical and field teams. Promote and facilitate project/programme revision and lessons learnt workshops and events.

 

REPRESENTATION, COORDINATION AND PARTNER COLLABORATION

  • In close collaboration with the HoM, establish and maintain effective coordination mechanisms with the relevant stakeholders (other (I)NGOs, authorities, UN agencies) partners in projects for programme coordination needs.
  • If requested by the HoM, participate in meetings with relevant stakeholders.
  • In collaboration with program and technical teams, provide support in terms of project development (e.g. supporting in assessments, defining indicators), implementation (e.g. provide appropriate activity monitoring, indicator tracking tools) and reporting (e.g. conduct learning workshops, provide structure and tools).

 

REPORTING

  • In coordination with the HoM, identify reporting needs according to MDM and donor requirements and develop/provide tools, templates and timelines accordingly (e.g. technical reports, SITREP, donor reports).
  • Support technical teams in developing required reports (data provision, analysis of data etc.).
  • Keep close working relationships with other MDM chapters operating in Ukraine in order to jointly further develop reporting structure.

 

EXTERNAL COMMUNICATION

  • Contribute the process to media interventions.
  • In collaboration with other departments, coordinate teams on the field in creation of communication and advocacy materials and achievement of advocacy/communication goals of MdM interventions.

 

Hierarchical & Functional links

The Programme Coordinator reports directly to the General Coordinator in Dnipro. S/he manages a Programme team of 5 local staff members in Dnipropetrovsk, Donetsk and Vinnytsia Oblast. S/he has the direct communication line with the Desk Officer in HQ.

 

REQUIRED QUALIFICATION

Your professional Profile

  • Completed higher education,
  • At least 3 years expierence at a similar or comparable position with demonstrable ability to lead a team on a complex environment, including at least 2 years expierence in an INGO.
  • Experience in working with intitutional donors (e.g. GFFO, BMZ, ECHO, bilateral European funding, etc.).
  • Experience of working in Ukraine or another post-USSR, or eastern European country is strongly preferrable.
  • Experience in capacity building.
  • Experience in developing partnerships and working with local partner organizations is a strong asset.
  • Fluency in English (written and verbal) is a must.
  • Advanced Ukrainian and/or Russian is a strong asset.
  • Confident and proficient in the use of MS Office.
