Meldung von Fehlverhalten bei Ärzte der Welt e.V.
Wenn Sie als Mitarbeiter*in von Ärzte der Welt Fehlverhalten vermuten, ein Opfer von Fehlverhalten sind oder den Verdacht haben, dass eine andere Person Opfer von Fehlverhalten ist, haben Sie die Möglichkeit, dies einer vertrauenswürdigen Person in Ihrer Führungslinie (Ihrer Führungskraft oder seinen/ihren Vorgesetzten) zu melden. Wenn Sie als externe*r Mitarbeiter*in von Ärzte der Welt tätig sind oder die Berichterstattung an die Führungslinie aus anderen Gründen nicht gewünscht wird, können Sie sich direkt an die Ombudsperson Herrn Björn Rohde-Liebenau wenden.

Die Organisation Ärzte der Welt möchte eine Unternehmenskultur etablieren, die der Prävention von Fehlverhalten in ihren internen Strukturen und vis-a-vis ihren Zielgruppen und Partner*innen dient. So hat sie einen Verhaltenskodex mit strengen Richtlinien sowohl gegen Betrug und Korruption als auch gegen sexuelle Ausbeutung, Missbrauch und Belästigung verabschiedet.
Für Fälle, in denen trotz dieser präventiven Bemühungen Fehlverhalten auftritt, wird das nachfolgend beschriebene Meldesystem eingerichtet, das gewährleisten soll, dass alle Opfer und Zeug*innen dessen eine schnelle, effiziente und sichere Möglichkeit haben, die Fälle zu melden.
Das System geht davon aus, dass Meldungen in der Regel an Kontaktpersonen innerhalb der Organisation und ihrer Unternehmenshierarchie erfolgen. Voraussetzung dafür ist das Vertrauen der meldenden Person in die Kontaktperson und ihre Vorgesetzten. Ist dies nicht gegeben, kann eine externe und neutrale Ombudsperson zur Unterstützung für eine sichere Anzeige von Fehlverhalten kontaktiert werden.
Misconduct reporting at MDM Germany
If you are a Doctors of the World Germany employee who suspects misconduct, is a victim of misconduct, or suspects that another person is a victim of misconduct, you have the opportunity to report it to a trusted person in your line of management (your manager or his/her supervisors). If you are an external employee of Doctors of the World, or if reporting to your line of management is not desired for other reasons, you can contact the ombudsperson Mr. Björn Rohde-Liebenau directly.

MdM Germany is committed to establish a culture that prevents misconduct in its internal structures and in relation to its beneficiaries and partners. The organization has set a code of conduct and, as part of it strict policies against fraud and corruption as well as against sexual exploitation, abuse and harassment.
If misconduct occurs in spite of this prevention endeavor, the following reporting system is established, that shall guarantee that all survivors and witnesses of misconduct have a fast, efficient and safe possibility to report cases.
The reporting system is based on the assumption that reports are usually made to contact persons inside the organization and its hierarchy. Precondition for that is the trust of the reporting person in the contact person and its hierarchy. In the cases where the reporting person has reasons for doubt or insecurity, an external and neutral Ombudsperson is available for safe reporting and will help the person through the reporting process.

Richtlinie zur Bekämpfung von Betrug, Korruption und Fehlverhalten
Für Ärzte der Welt e.V. / Doctors of the World Germany (nachfolgend bezeichnet als Ärzte der Welt) ist jeder Schritt in Richtung mehr Transparenz und Rechenschaftspflicht ein Schritt hin zu unserer übergeordneten Zielsetzung, unseren Interessenvertretern und der Gesellschaft im Allgemeinen darzulegen, wie unsere Organisationsrealität und unsere Handlungsweise zur Erfüllung unseres Auftrags beitragen.
Vor diesem Hintergrund ist es notwendig, ein Verfahren festzulegen, das Personen, die mit der Organisation in Verbindung stehen, klare Richtlinien für die Bekämpfung, Aufdeckung, Meldung und Verwaltung von Betrug, Korruption und Fehlverhalten an die Hand gibt. Nur so ist es möglich, die Zahl solcher Fälle zu senken und ihre Auswirkungen zu minimieren und so zu maximaler Transparenz und Rechenschaftslegung beizutragen.
Ärzte der Welt verfolgt eine Politik der Null-Toleranz gegenüber Betrug, Korruption und Fehlverhalten und fordert, dass alle Personen, die mit der Organisation in Verbindung stehen, jederzeit ehrlich und integer handeln und die Vermögenswerte, für die sie verantwortlich sind, schützen.
Der Geltungsbereich dieser Richtlinie erstreckt sich auf alle Parteien, die an der Entscheidungsfindung und der Geschäftsführung der Organisation beteiligt sind, sowie auf Geschäftspartner, Ehrenamtliche und Mitarbeiter*innen, die bei Ärzte der Welt unter Vertrag stehen. Die Grundsätze und Definitionen dieser Richtlinie erstrecken sich weiterhin auf die Geschäftsbeziehungen von Ärzte der Welt zu anderen nationalen und internationalen Organisationen sowie auf externe Organisationen.
Anti-fraud, corruption & misconduct policy
For Ärzte der Welt e.V. / Doctors of the World Germany (hereinafter MdM Germany), every advancement in transparency and accountability is a step towards the ultimate goal of sharing with our stakeholders and society at large how our organizational reality and our way of doing things responds and contributes to achieving our mission.
In this sense, it is necessary to define a procedure that provides those related to the organization with clear guidelines for preventing, detecting, reporting and managing fraud, corruption and misconduct in order to reduce these cases and minimize their effects, thereby contributing to maximum transparency and accountability.
MdM Germany has a zero-tolerance policy towards fraud, corruption and misconduct and requires that all those related to the organization act honestly and with integrity at all times and protect the assets for which they are responsible.
The scope of this policy extends to everyone who forms part of the organization’s decision-making and management as well as the partners, volunteers and staff contracted by MdM Germany. The principles and definitions of this policy also extend to the relationships MdM Germany has with other national and international organizations and external organizations (including, but not limited to partners who implement programs, contractors and donors).
The reporting mechanism for incidents is laid down in a separate document. A specific policy on Prevention from Sexual Exploitation, Sexual Abuse and Sexual Harassment (PSEAH) has been developed for MdM Germany, based on similar principles. The structures and procedures of the reporting mechanism apply to all forms of misconduct.

Wir sind uns bewusst, dass ungleiche Machtverhältnisse innerhalb unserer Organisation und im Verhältnis zu den Empfänger*innen unserer Unterstützung inhärente Risiken bergen. Ärzte der Welt setzt sich für die Schaffung einer sicheren Arbeitskultur ein, die auf gegenseitigem Respekt und Zusammenarbeit beruht, für alle, denen wir unsere Dienste anbieten, und für alle, die für die Organisation arbeiten und sie vertreten.
Prevention of sexual offences policy
Ärzte der Welt e.V./Doctors of the World Germany (hereinafter MdM Germany) places human rights at the center of its work. Sexual exploitation, abuse and harassment violate human rights. We recognize that there are inherent risks due to unequal power dynamics across the organization and in relation to those we serve. MdM Germany is committed to creating a safe working culture, based on mutual respect and collaboration, for all those whom we serve and those working for and representing the organization. For this objective, this policy lays out principles and defines structures, duties and procedures to prevent any form of sexual exploitation and abuse as well as sexual harassment.
